Data officer

The Center for Relief and Development (CRD) has an opening for the position of data Officer, based in Prague, Czech Republic, Full-time, to serve the Lutheran World Federation (LWF) worldwide.

The Centre for Relief and Development (CRD) is the humanitarian branch of the Evangelical Church of Czech Brethren (ECCB) which is a member church of the Lutheran World Federation (LWF).

The department for World Service is the internationally recognized humanitarian and development arm of the LWF, assisting people in need irrespective of their ethnicity, religion or gender. Its main office situated in Geneva.

LWF World Service works with many different funding partners, including the European Commission (ECHO), the US Government (BPRM). LWF World Service is a key implementing partner for UNHCR, the United Nation for Humanitarian Crisis Response. LWF World Service implements programs globally, working with both local and international partners, helping communities achieve their full potential and advocate for their universal rights. It works in over 20 countries across the globe, implementing and monitoring more than 200 projects. These projects are hosted in so called Country Programs that have all decentralized and highly autonomous administrative structures. LWF has started a new initiative to digitalize data and adjust processes, including the move towards a new more centralized data management set up. In Uganda, we have started a pilot to develop and test the data management strategy that will be then rolled out later on.

The Country Programs have their own teams in place, but need global support in the new initiative.

LWF World Service is reinforcing its Quality Assurance and Accountability (QAA) team with a new position based in Prague. The position holder will be part of an international team working in many countries – supporting the field as well as headquarters.

Basic purpose

We are looking for a Data Officer to design, build, integrate data from various sources, and manage a consolidated relational database.

As the Data Officer, you will oversee the entire data workflow from input to easy accessibility and curation data reporting. For that you need to be able to manipulate and clean large data sets and write complex SQL queries to prepare data to populate charts and graphs.

Additionally, you will work on collecting, processing and curating large amounts of structured and non-structured data from our internal project management system called Newdea as well as unstructured field data collected by LWF field programs through Kobo Toolbox. Other sources of data will come from Finance and Human Resource Systems that will need to be integrated with the goal to promote more effective and efficient program delivery.

Basic position requirements

Master’s degree in computer science, data management or business analytics, complemented by relevant certifications
Minimum 3 years of professional experience
Required experience working with relational data including MySQL;
Highly desirable experience with business intelligence and analytics tools like PowerBI and Tableau
Demonstrated experience in data management and database administration
Ability to translate technical concepts and jargon to non-technical audiences
Exceptional communication and written skills in English
Excellent interpersonal skills, self-starter, and excellent organization skills

 

Additional requiremenrts

• Demonstrated experience in conducting technical trainings
Flexibility and ability to work under time constraints
Able to work within a remote team across different time zones
Experience with a not-for-profit organisation, an asset 
Availability to travel frequently to Geneva and other countries (short-term missions)
 

Main duties

Manage the data flow across multiple systems through global frameworks
Work with LWF Officer based in Prague to set and enforce quality assurance standards
Work with other Geneva based officers in the LWF QAA team to prepare data for aggregated reporting on collective outcomes and global indicators
Ensure organization adheres to industry data standards for collecting, processing, and publishing data
Develop mechanism to extract, transform, clean, correct, aggregate, reject, approve data collected
Create data quality reports including operational and analytical reports on a regular basis
Monitor performance and advise LWF-QAA team on any necessary data architecture adjustments as required
Develop guidance on data protection and security (e.g. personally identifiable information)

Position environment and dimensions

The position is located in Prague, Czech Republic and is part of the Global QAA Team managed out of Geneva, Switzerland, working for LWF World Service programs globally. The Centre for Relief and Development will employ the successful candidate and second him/her to the LWF as Data Officer. The reporting line is in Geneva.

Duration of the contract: 2 years
Salary corresponding to the level of responsibilities 3000 EUR (to be confirmed)
